There's a female soldier who needs to be talked into getting counseling (I Dont Hurt Anymore) in a tent, and then in the main building, go talk to Hsu (he's in the room all the way to your left when you enter) for more tasks to do, and in the course of investigating things for him, you'll end up talking with the other NPCs and hearing their concerns too.

There are a lot of quickies that just require running around and talking to people. Did you ever get a message about failing the You'll Know When It Happens quest?
